Mostly no. Most bank ATMs in Colombia charge foreign cards a fee. All major banks charge a fee; none is reliably free.

How do I avoid ATM fees in Colombia?
Fees are charged mainly by: Bancolombia (COP 27,000–30,000), Davivienda (COP 26,000), BBVA (COP 24,000–29,800), Banco Caja Social (COP 18,900–18,955). The fee is shown on screen before the withdrawal, so you can still cancel. Use the ATMs marked as free on the map. Avoid Euronet and other independent operators, especially at airports and in tourist areas. Withdraw a larger amount once rather than small amounts several times, and check before your trip what your own bank charges for foreign withdrawals.
